Justice Guerrero's career in government service spanned more than 40 years. He started as a City Judge in Quezon City, then a CFI Judge of Pasig, then Chairman of Third Division of the Sandiganbayan, then Chairman of the Land Transportation Commission, and finally as Senior Associate Justice of the Court of Appeals.
Born on 4 July 1934 in Ilocos Norte, obtained his Associate in Arts and Bachelor of Science in Jurisprudence in 1954, and Bachelor of Laws in 1958 both at the University of the Philippines. He pursued further legal studies at, among others, the Academy of American and International Law in Dallas, Texas, and at the Harvard Law School in Boston, Massachusetts for the 35th program of instruction for lawyers.
Prior to joining the government service, Justice Guerrero worked in the legal department of Luzon Stevedoring Corporation. Thereafter, he served as the legal adviser/liaison officer of Mitsubishi, Soji Kaisha Ltd.
Justice Guerrero's career in government service spanned more than 40 years. He entered government service as a solicitor in the Office of the Solicitor General in 1962. In 1969, he began his judicial career as a Judge in the City Courts of Quezon City. As a City Judge, he was elected the youngest president of the City Judges Association of the Philippines. In 1971, he was promoted as a Judge of the Court of First Instance in Pasig for the province of Rizal. Justice Guerrero was the youngest Judge to hold these 2 positions.
He was then appointed to the Sandiganbayan in 1980 and later on served as Chairman of the Third Division in 1982. In 1984, he took a leave from the Sandiganbayan and was appointed as Chairman of the Land Transportation Commission until his resignation therefrom in 1986.
In 1993, he entered the Court of Appeals after joining the Regional Trial Courts of Makati in 1987. He retired as Senior Associate Justice of the Court of Appeals in 2004.
