Atty. Marcelo has behind him years of extensive experience in civil and criminal litigation. Born on 04 January 1940 in Manila, he obtained his Bachelor of Laws degree in 1962 from the University of the Philippines College of Law. He also earned his Associate of Arts degree in 1958 from the same university. He is a member of the Alpha Phi Beta Fraternity. He was admitted to the Bar in 1963.

Atty. Marcelo immediately practiced law as an associate lawyer of the Arsenio R. Reyes & Associates Law Offices. After five (5) years, he became House Counsel and Corporate Secretary of various companies such as, Firestone Tire and Rubber Company of the Philippines, HI Marketing Corporation, Industrial Finance Corporation, Heller Industrial Factoring Company of the Philippines, Asean Development Corporation and Philippine Fuji Xerox Corporation. He also served as Vice President and Corporate Secretary of First Malayan Leasing and Finance Corporation.

 In 1983, Atty. Marcelo joined the Law Firm of Ponce Enrile Cayetano Bautista Picazzo and Reyes Law Offices (PECABAR) as a senior associate. Therafter, he was promoted to junior partner and senior partner. During his entire stay in PECABAR, Atty. Marcelo served in the Litigation and Labor Departments. While serving in the Litigation Department, Atty. Marcelo gained extensive experience as a litigator handling both criminal and civil cases, and became Head of the said department for several years. During his stint in the firm's Labor Department, Atty. Marcelo handled labor cases, including collective bargaining negotiations.

In March 2004, Atty. Marcelo together with other PECABAR lawyers formed the Andres Marcelo Padernal Guerrero & Paras Law Offices (APP Law). He served as the Firm's Managing Partner from 2004 until he passed away in 2009. Mr. Marcelo was also actively involved in professional and civic organizations such as, the Integrated Bar of the Philippines, Rizal Chapter, where he was a Director, Philippine Bar Association, the Pateros Jaycees, and the Rotary Club of Rizal West, where he served as President. His practice areas were Litigation Civil Law Criminal Law Labor Law Family Law Alternative Dispute Resolution Commercial Law Election Law.
